Student Council's Discretion
This anime is also known as "Seitokai no Ichizon". In a Blue sun private school, there are elected student council officers, a Hekiou Academy Student Council. Instead of the usual election, pure and simple "popular vote" in which executives choose it.
As a result, students are almost always attractive appearance every year, which means "pretty girl" that will determine the board. Handsome is easy to buy from a hostility to men, because a beautiful girl, man and women can be common longing.
